| GEORGE T. WALTERS, P.S. | |
|     Mr. Walters is President of Cheney-Walters-Echols, Inc. He graduated from Farmington High School in 1965. He then received his Pre-Engineering and Business Administration Education from Fort Lewis College in Durango, Colorado. Mr. Walters is a Registered Land Surveyor in the States of New Mexico, Colorado and Arizona.
    Mr. Walters joined Cheney-Walters-Echols, Inc., (formerly Lawrence A. Brewer and Associates, Inc.), in 1974. Mr. Walters is past President of the New Mexico Association of Surveyor and Mappers. He has served on the City of Farmington Administrative Review Board. He also served as Chairman on the New Mexico State Board of Registration for the Professional Engineers and Surveyors. | |
| ROBERT A. ECHOLS, JR., P.E. | |
|     Robert A. Echols, Jr. is Vice President of Cheney-Walters-Echols, Inc., and is a Professional Engineer. He received his formal education in New Mexico, obtaining a Bachelor of Science degree in Civil Engineering from New Mexico State University in 1973.     In November, 1975, he joined Cheney-Walters-Echols, (formerly Lawrence A. Brewer and Associates, Inc.) as a Design Engineer. Mr. Echols is responsible for design of the firms' highway, road and development projects, and water / wastewater projects.     Mr. Echols is a Registered Professional Engineer in New Mexico and Colorado and is a member of Chi Epsilon Fraternity, (a national honorary civil engineering fraternity), the National Society of Professional Engineers, and the American Public Works Association. Mr. Echols served on the San Juan County Fair Board for 15 years, and served on the Aztec School Board for 3 years. | |
| DARYL D. NORTHUP, P.S. | |
|     Mr. Northup joined Cheney-Walters-Echols, Inc. in the summer of 1986 as the Assistant Division Director of the Surveying Division. His present responsibilities include supervision of survey crews and related office activities.     He graduated from Dawson College in Glendive, Montana in 1977 with an Associate of Applied Science Degree in Civil Technology. He was later employed as a land surveying instructor at Dawson College and completed a four-year Survey Apprentice Program while in Montana.     Mr. Northup is a U.S. Navy veteran and a registered Professional Land Surveyor in New Mexico, Colorado and Montana. | |
| WENDY W. PERKINS, P.E. | |
|     Ms. Perkins is a project engineer for Cheney-Walters-Echols, Inc. She graduated from Colorado School of Mines in May of 1993 with an Engineering Degree, with specialties in Civil and Mechanical engineering. Ms. Perkins joined Cheney-Walters-Echols, Inc. in January 1994 and has been involved in engineering work on highway improvement projects, site development, traffic impact studies, urban hydrology studies, and various other engineering projects. Ms. Perkins is a registered professional engineer in the State of New Mexico.     She received the Board of Trustees Scholarship from Colorado School of Mines. Through her studies and work experience, Ms. Perkins has gained a working knowledge of several computer programs including AutoCad, AutoLISP, Word Perfect, Microsoft Word, and various spreadsheets, hydrology and traffic engineering programs. She also had the opportunity to attend the "Highway Capacity Analysis Seminar" presented by McTrans, the Center for Microcomputer in Transportation, which involved procedures and applications of the Highway Capacity Manual and Highway Capacity Software. These programs have proven to be useful tools in her accomplishment of such projects as design and coordination of improvements to a state highway and municipal arterial routes, commercial site development, traffic impact studies, urban and rural hydrology studies, drainage structure design and analysis of rural water systems. | |
| GEORGE R. TOMPKINS | |
|     Mr. Tompkins is a registered Professional Land Surveyor, is Survey Party Chief with Cheney-Walters-Echols, Inc. His education includes two years at Northern Westchester Technical Institute at Yorktown Heights, New York, where he majored in Electrical Engineering. In 1979 he graduated from Advanced Surveying Course from the University of New Mexico, and in 1983 he graduated from Advanced Land Title Course by New Mexico Land Title Association. George has professional registrations in the State of New Mexico and the State of Nevada. He is also a member of the New Mexico Association of Surveyors and Mappers. | |
